29 ANNIVERSARY OF THE HOUSE OF THE CULTURE
Oaxaca of Juárez, Oax., at July 7 the 2000. The Constitutional Government of the free State and Sovereign of Oaxaca in execution to that prepared by the State Law of Prizes in which the grant of THE YOUTH'S STATE PRIZE settles down, and of the medal Lic. Luis Donaldo Colosio Murrieta", through the Juventud Oaxaqueña's Institute and in coordination with the Youth's Mexican Institute: They summon to THE YOUTH'S 2000 MEDALLA LIC. LUIS STATE PRIZE DONALDO COLOSIO MURRIETA TO the young oaxaqueños and their organizations; to the members of the H. Congreso of the State; to the members of the Judicial power of the State; H. Ayuntamientos, to the Dependences and Entities of the Federal Public Administration; and of the State Government; to the Labor Organizations, Peasants, Popular and Managerial; to those of Social Service; to the Educational Institutions; to the Schools and Professional Associations; and in general, to all the Institutions that having legal residence in the State, somehow contribute to the formation of new generations of Oaxaqueños, so that they propose to the Council of Premiación, to the one who or who are considered with rewards to receive the Youth's 2000 State Prize, medal Lic. Luis Donaldo Colosio Murrieta", in accordance with the following ones:

First. - The six areas of this Prize in those that you can participate individual or collectively they are the following ones:
I. - Academic Activities
II. - Productive Activities
III. - Artistic Activities
IV. - Civic Merits
V. - Social Work I SAW. - Protection to the Atmosphere a Prize will be granted by each area, and the award-winning one will only be able to receive it for only time in the same one. The winners of previous emissions won't be able to present their candidacy in the same area.

Second. - The election of the candidacies for area will be carried out of conformity with the following classification:
I. - Academic Activities, Trajectory academic copy, elaboration of studies or scientific investigations. Publication of books or academic articles, imparted conferences, presenter in exchanges scientific y/o received distinctions. Work educational in diverse educational levels in favor of the community and that the daily responsibilities transcend.
II. - Productive Activities. In the Industry, the company, the trade, the services or in the activities agricultural venturesome Spirit for the creation of work sources: formation and consolidation of industries or of companies. Application of projects that impact in the productivity for their technological innovation or in new products. Training, training and development of human resources.
III. - Artistic Activities. Expressions Artistic notables and original in the areas of the visual arts (plastic arts, cinema, videotape, photographs, graphic design), it dances, literature, music, theater; in their diverse goods.
IV. - Civic Merits. Excellent activities that spread to improve and to intensify the relationships between the citizens and the authorities, and facilitate the exercise of the public function in answer to the community. Promotion of the knowledge, the exercise y/o respect to the right and the citizens' obligations. Excellent participation in printed means, in radio, in television, y/o in cinema, in terms of their professionalism. Innovation, content social y/o popularization of the Mexican values.
V. - Social Work. Activities that stand out for their sense of social solidarity and that they are translated in the improvement of the conditions of life of groups, communities or of the society in general, as well as of the heroic actions, of civil protection and attentions to vulnerable groups. I SAW. - Protection to the Atmosphere. Excellent activities in the concientización, rescue, protection, rational use and I develop of the indispensable ecosystems for a sustainable development (earth, dilutes, air, flora, fauna), including the control and the treatment of the residuals.

Third. - to be candidate to the Youth's 2000 State Prize in any of their six areas, it is required: To be native of the State of Oaxaca or to have minimum residence in the State for two uninterrupted years previous to the date of the proposal. To have less than 25 years of age, to the date of registration of their candidacy. To have been distinguished in some of the six mentioned areas; in such a way that their behavior or dedication to the work generate admiration or enthusiasm among their contemporaries and be reason of stimulating example to create and to develop reasons of personal superación or of progress to their community. Not to have obtained the distinction of the Youth's National Prize, granted by the Government of the Republic, in anyone of their emissions.

Fourth. - The works or acts that credit the reward of the Youth's State Prize will be expression of an exemplary trajectory, in consequence, it is not obligatory that the works or referred acts have been carried out in the year 2000.

Fifth. - The Prize in each one of the six areas will consist on the medal to the merit Lic. Luis Donaldo Colosio Murrieta", a diploma signed by the C. Gobernador of the State, in which the reasons will be expressed by the one that is conferred, and a quantity in money according to the Budget of Expenditures of the State government. The Council of Premiación will grant special recognition to the excellent candidacies and that they are not winning, according to what points out the examining Jury for such an effect.

Sixth. - in case the beneficiary is a group, the members will should smaller than 25 years of age to the date of registration of his candidacy, the respective prize will surrender through a representative named by the group.

Seventh. - to request the registration of individual candidacies or of group it will be presented in the Juventud Oaxaqueña's Institute,: to) proposal Letter emitted by some of the public or private Institutions that are pointed out at the beginning of this convocation.
b) Letter of acceptance to participate and to receive, in their case, the Prize.
c) Letter commitment of participating actively in the realization and diffusion of the actions undertaken by the State government as regards Youth.
d) Currículum modernized vitae, including complete address, teléfono(s) and ocupación(es) actual(es). and) it Copies from birth of the records y/o residence letter.
f) Original and a copy or copy of bibliographical materials, graphics, audiovisual and other, that demonstrate the reasons for which it is considered that the candidate can receive the prize.
g) Letter in which the reasons of the or the candidates are expressed by which are considered worthy to the Prize and of the activities to carry out once in benefit of the Juventud Oaxaqueña obtained the mentioned recognition. In the event of not having the support of some of the public or private Institutions pointed out in the principle of this convocation, the or the interested ones will be able to autoproponerse.

Octave. - The Secretary of the Council of Premiación will verify in the five following skilled days to her reception that the perseverances, copies, copies and reproductions that base the candidacy, satisfy the terms of the present convocation, as well as the truthfulness and authenticity of the same ones, determining in consequence, the acceptance, or I reject of the proposals.

Tenth. - The Council of Premiación will integrate, to proposals of its members, a census of people of notorious prestige in the respective areas, of which the members of the Examining Jury will be selected, The Jury, in each of the areas, will be integrated with five members which will evaluate and they will qualify the documentation in that the candidacies are sustained.

Tenth First. - The Council of Premiación through its Secretary, will alternate the files appropriately to the juries and it will aid them with the human resources and necessary materials for the I execute of its functions. Tenth Second. - The verdicts emitted by the juries of each area will be valid provided they have most of present votes, and they will be given to the Secretary of the Council of Premiación to make them of the knowledge of this collegiate body.
